What is a SWPPP in construction?
A Stormwater Pollution Prevention Plan (SWPPP) identifies potential pollutant sources on a construction site and describes the Best Management Practices (BMPs) that will be used to prevent those pollutants from reaching stormwater. Any land disturbance of one acre or more requires one.
What a SWPPP contains
A SWPPP documents the project site, identifies areas of land disturbance, lists all potential pollutant sources (soil, concrete washout, fuel, paint), and specifies which BMPs will be installed and maintained to control those sources. It also identifies responsible parties and describes the inspection and maintenance schedule.
BMP categories
- Erosion control — Measures that stabilize bare soil to prevent it from detaching and moving with stormwater. Includes hydroseeding, erosion control blankets, and soil binders.
- Sediment control — Measures that capture soil particles already in motion before they leave the site. Includes silt fence, fiber rolls, sediment basins, and inlet protection.
- Tracking control — Measures that prevent construction vehicles from tracking mud onto public roadways. Includes stabilized construction entrances and tire wash facilities.
- Wind erosion control — Measures applied in areas with high wind exposure to prevent dust from leaving the site. Includes soil binders and temporary cover.
- Non-stormwater management — Controls for discharges that are not stormwater but could reach the storm drain system — concrete washout, vehicle washing, and dewatering operations.
Inspection requirements
SWPPP inspections are required at least every seven calendar days and within 24 hours of any qualifying rain event (typically 0.25 inches or more). Inspection records must document the condition of all BMPs, any discharges observed, and any corrective actions taken.
How contractors track SWPPP compliance
BMP locations can be pinned to the project map so inspectors know exactly where each measure is installed. Inspection records, photos, and corrective action notes attach to the pin at that location — creating a geographic compliance record tied to the ground rather than a flat spreadsheet.
