What is a Traffic Control Plan in construction?
A Traffic Control Plan (TCP) is a site-specific diagram that shows how traffic will be managed through or around a construction work zone. It specifies lane closures, detour routes, device placement, and signing sequences. All TCPs on public roadways must comply with the Manual on Uniform Traffic Control Devices (MUTCD).
What a TCP includes
- Work zone layout — The physical extent of the closure — which lanes are closed, at which stations, and in which direction. Includes the activity area where workers are present.
- Advance warning area — Signs and devices that alert approaching drivers to the work zone ahead. Distance and sequencing are specified by MUTCD based on posted speed.
- Taper design — The transition zone where traffic merges from the closed lane into the open lane. Taper length is calculated from posted speed and lane width.
- Buffer space — An unoccupied area between the taper end and the beginning of the activity area. Provides a safety margin if a vehicle fails to merge in time.
- Device schedule — The specific traffic control devices — cones, drums, barricades, arrow boards, portable signals — required for the closure and their placement intervals.
Who prepares a TCP
TCPs are typically prepared by a licensed engineer or a certified traffic control supervisor (TCS) depending on the complexity of the closure and the requirements of the owning agency. On Caltrans and many DOT projects, TCPs must be sealed by a licensed engineer and approved by the agency before any closure can be implemented.
Tracking TCPs on a project map
Each planned lane closure can be pinned to the roadway segment it affects on the project map. Crew members see which segments have active TCPs, what the closure conditions are, and whether the TCP has been approved — without hunting through a submittal log.
